I'm going to guess that the graffiti is roughly 75 feet in the air, and as you can see it is painted on the side of a pillar/column. There are no stairs or ladders to access that area of the bridge, so I can only assume that whoever did it either propelled down, or somehow climbed up. Whoever the "artist" is, must have had a great reason to risk his/her life to write "Live Love" and draw a giant heart on public property. The "artist" also wrote 2 sets of initials inside the heart, unfortunately the camera I used to snap this picture couldn't make it out. I'm going to try and get some additional shots for your viewing pleasure.
I also want to mention that this graffiti is clearly visible to drivers on the DVP (Don Valley Parkway) driving south. To top it all off, it's slowing down traffic because people are looking at it.
